Important Opportunities from the LAN

Today, the Population-Based Payment (PBP) Work Group is releasing the final draft patient attribution and financial benchmarking white papers – a significant milestone for the LAN. We would like to acknowledge the thoughtful input we received from more than 47 organizations representing all stakeholder viewpoints which helped to refine the language in the papers.
The LAN is also hosting three upcoming webinars that may be of interest. The first two – on maternity episode payment and cardiac episode payment – are open forums designed to support interactive discussion among participants. The third highlights APM case studies from provider-led organizations. Details about the papers and webinars, including how to register, are outlined below. |
PBP Models: Overcoming Barriers, Accelerating Adoption |
In our latest blog, PBP Work Group co-chairs Dana Gelb Safran and Glenn Steele, along with Guiding Committee member Elizabeth Mitchell, share their thoughts on how the patient attribution and financial benchmarking white papers meet the LAN goals of moving from Category 1 to Category 4 in the APM Framework. Accelerating and Aligning Population-Based Payment Models: Patient Attribution |
The final draft patient attribution white paper, entitled Accelerating and Aligning Population-Based Payment Models: Patient Attribution, includes 10 recommendations for designating the population for which a provider will accept accountability in a PBP model. This white paper documents guiding principles for payers and providers to consider as they integrate patient attribution into their PBP models. Regardless of whether prospective or concurrent attribution is used, providers should receive clear, actionable information about patients attributed to them. |

Accelerating and Aligning Population-Based Payment Models: Financial Benchmarking |
The final draft financial benchmarking white paper, entitled, Accelerating and Aligning Population-Based Payment Models: Financial Benchmarking, offers innovative approaches for setting initial benchmarks and updating those benchmarks over time, and suggests considerations for risk adjustment. The white paper also discusses the need to balance voluntary participation, especially in a market where providers are in varying states of implementation. |

Opportunities & Challenges in Maternity Care Episode Payments |
The LAN invites you to an open forum webinar on Tuesday, May 24 from 1 – 2 pm ET to collect input on the draft maternity care episode payment white paper. Featuring CEP Work Group Chair Lew Sandy (UnitedHealth Group) and Work Group member Cara Osborne (Baby+Company), this will be an audience-driven, interactive forum designed to support a lively discussion across all audience members. Please attend prepared to ask questions and engage with other LAN participants on how maternity care episode-based payments can provide incentives for creating a positive, patient-centered maternity care experience, while also lowering the overall cost of maternity care. The deadline for submitting written comments on the draft white paper is Monday, May 23. |
Opportunities & Challenges in Cardiac Care Episode Payments |
Join the LAN on Wednesday, June 1, from 12 – 1 pm ET for an open forum webinar to discuss recommendations for an upcoming cardiac care draft white paper, which will be available for public comment starting Friday, May 20. Featuring CEP Work Group Chair Lew Sandy (UnitedHealth Group) and Work Group members Francois de Brantes (Health Care Incentives Improvement Institute) and Jason Wasfy (Massachusetts General Hospital Heart Center), this webinar will offer a brief overview of the LAN’s episode payment model for coronary artery disease (CAD). |
Case Studies from Provider-Led Organizations |
Register for this virtual presentation Monday, June 6 from 12 – 1:15 ET that will feature case studies from provider-led organizations that are implementing APMs. Drawn from the experiences of a nationwide network of provider-led risk-bearing organizations in multiple markets, this webinar will focus on best practices related to structuring APMs. Participants Heather Orth (Deaconess Health System) and Chestor Ho (Indiana University Health), along with moderator Carolyn Magill (Evolent Health), will share their “do’s and don’ts” of APM contracting, care delivery improvement in complex organization environments, and effective physician engagement. |
Finally, as a brief reminder, the draft white paper on performance measurement remains open for comment until Monday, May 23. Please stay tuned for a fourth PBP draft white paper on data sharing, which when combined with the other three PBP papers, will form a foundation to support increased alignment of PBP models and lower barriers to acceptance and adoption.
