The LAN thanks Emily Brower for her leadership during her tenure as one of the LAN’s four co-chairs and welcomes Dr. Judy Zerzan-Thul, Washington State’s Chief Medical Officer (CMO), as the LAN’s new co-chair.
Dr. Zerzan-Thul has been actively involved with the LAN, serving on the Care Transformation Executive Forum and speaking at several annual LAN Summits as an expert on value-based payment model design and implementation.
Her responsibilities as CMO of the Washington State Health Care Authority include administering the state’s Medicaid program. Additionally, Dr. Zerzan-Thul has focused on value-based payment models, the state’s Medicaid Transformation Project, health equity, collaboration with stakeholders, and innovative use of data. Prior to serving as CMO for Washington State, Dr. Zerzan-Thul served in the same capacity in Colorado, where she designed and implemented benefits programs, specifically in Medicaid, and was instrumental in implementing the Affordable Care Act (ACA).
Praising Dr. Zerzan-Thul’s work and career, LAN Co-Chair Dr. Mark McClellan said, “Under Dr. Zerzan-Thul’s leadership, Washington State has been an example to the rest of the country of how states can transition away from fee-for-service payment models while improving healthcare access and equity for all patients. Her knowledge and expertise will be a tremendous asset to the LAN as our new co-chair.”
Sinsi Hernández-Cancio is well known in health policy circles and within the LAN. But Ms. Hernández-Cancio’s personal story is far less well known and illustrates why health equity, and the work of the LAN’s Health Equity Advisory Team (HEAT) is so essential. We share Sinsi’s story, her passion for health equity, and her work as a patient advocate and thought leader in healthcare reform.
Sinsi feels honored to advocate for healthcare reform based on input from patients from the most vulnerable populations. She believes that changes to the way APMs are designed, and the data collected require reform to solve the myriad health equity challenges that face minority populations in access and quality of care they receive throughout the healthcare system. STCs – North Carolina
Read: North Carolina Department of Health and Human Services: Innovative Healthcare Payment and Delivery to be Piloted in North Carolina• NCDHHS announced that North Carolina was one of four states selected for the STCs. State Transformation Collaboratives (STCs) provide a locally focused approach to addressing the needs of state populations through alternative health care payment models and are comprised of payers, providers, health systems, purchasers, patient advocates, and community organizations. North Carolina, along with Arkansas, California and Colorado are the initial states to participate in a new multi-stakeholder APM initiative in partnership with the LAN and the Centers for Medicare and Medicaid Services (CMS). The initiative will build directly on North Carolina’s Medicaid managed care transformation work.

Read: National Law Review: Value-Based Payments and Behavioral Health Integration Begin to Take Center Stage• CMS’ current focus on health equity and greater access, together with an increasing willingness from federal, state and commercial payers to reimburse for integrated behavioral health services delivered under innovative care models, signals progress toward rewarding providers for whole person care. One such model, the Collaborative Care Model, is an evidence-based model used to identify and treat patients with mental illness in primary care settings with an emphasis on targeted outcomes and a patient–centered approach.

Watch: Modern Healthcare: The Check Up: Elizabeth Fowler of Center for Medicare and Medicaid Innovation• The Center for Medicare and Medicaid Innovation announced last month that it’s rebranding the Global and Professional Direct Contracting model into an Accountable Care Organization model called ACO REACH.

Read: AJMC: Two-Sided Risk Models Linked With Reduced Acute Care Use in Medicare Advantage• New data published in JAMA Network Open Thursday revealed 2-sided risk models were associated with lower rates of acute care use among Medicare Advantage (MA) beneficiaries, especially for potentially avoidable events. The study was led by a team at Humana and is based on the insurance plan’s MA members, of whom two-thirds are cared for by a provider in a value-based payment model. The authors said to their knowledge, it is the first peer-reviewed study of value-based payment in MA.

Read: Forbes: Lyft Expands Healthcare Pickup ‘Assistance’ Service• Lyft Healthcare Friday said it has partnered with ChenMed, a provider of primary care services, to offer “Lyft Assisted” in more than 20 U.S. markets. Lyft described the new service as an “enhanced level for riders who want light physical assistance door-to-door for their healthcare appointments.”
