Measurement Effort Results
More than a third of all U.S. health care payments are already flowing through alternative payment models.
Every year, the HCPLAN conducts a national effort to assess the adoption of APMs over time and track progress towards the HCPLAN’s goals. Since its start in 2015, the Measurement Effort has evolved to incorporate data from a large sample of payers that represents nearly 92% of covered Americans, and now serves as the most comprehensive snapshot available for measuring progress on payment reform. In 2018, the HCPLAN began reporting payment data by line of business (LOB) — Commercial, Medicaid, Medicare Advantage, and Traditional Medicare. Explore the 2024 Measurement Effort results below, and view past reports to track the year-over-year progress in APM adoption.

Contributing Organizations
The HCPLAN thanks the following organizations for their participation in the 2024 Measurement Effort*
Nine years ago, the HCPLAN embarked on its first national APM Measurement Effort to assess the adoption of APMs in the commercial, Medicare Advantage, and Medicaid market segments across the country, with the intention to measure progress toward the goals and to examine how APM adoption is changing over time. The contribution of data from these organizations is critical to the success of the HCPLAN’s Measurement Effort. In total, the contributing organizations represent 92% of the total covered lives in the U.S. for calendar year (CY) 2023. If you are a health plan or organization and would like to know how to participate in this effort, please email hcplan@deloitte.com for more information.
