Andy Slavitt to join the HCPLAN as Executive Forum Co-Chair

May 28, 2025 – We are thrilled to announce that Andy Slavitt will join Dr. Alice Hm Chen, Dr. Judy Zerzan-Thul, and Dr. Mark McClellan as a Co-Chair of the Health Care Payment Learning and Action Network (HCPLAN) Executive Forum.  

With an extensive background in health care leadership and policy, Andy brings a wealth of experience advancing innovation and value-based care to improve Americans’ health. Andy holds key leadership positions in the private and non-profit sectors, including as a commissioner on the National Academy of Medicine’s Commission on Investment Imperatives for a Healthy Nation. He is a founder and Board Chair Emeritus of United States of Care, a national non-profit health advocacy organization, as well as a founding partner of Town Hall Ventures, a health care firm that invests in underrepresented communities. He has also co-chaired a national initiative on the future of health care at the Bipartisan Policy Center. 

Andy’s experience includes serving as President Obama’s head of Medicare and Medicaid, where he led many of the nation’s most important health care initiatives and oversaw the turnaround and implementation of the Affordable Care Act. He was also a member of President Biden’s President’s Council of Advisors on Science and Technology working group on public health and the White House Senior Advisor for the COVID-19 response.

The Executive Forum’s health care innovators and leaders collaborate to identify tools and strategies to reach the HCPLAN’s goal of accelerating the adoption of alternative payment models and shaping care delivery transformation. HCPLAN Reaffirms Commitment to Value-Based Care

May 19, 2025Value-based care remains fundamental to the mission and strategy of the Health Care Payment Learning & Action Network (HCPLAN). The HCPLAN will resume its longstanding efforts to improve health care quality and outcomes while reducing health care costs through alternative payment models (APMs). In the coming months, the HCPLAN will launch four new initiatives focused on health care choice and competition, patient empowerment, preventative care, and technology-enabled health care. These initiatives align with the new Center for Medicare and Medicaid Innovation (CMMI) strategy to Make America Healthy Again” and underscore the crucial role of public-private partnerships in accelerating innovation and driving positive change in these focus areas.  

“Public-private collaboration is needed now more than ever to leverage the innovation that is happening in the private sector and align this work with public policy to drive meaningful change in health care,” said Dr. Mark McClellan, co-chair of the HCPLAN and Director of the Duke-Margolis Institute for Health Policy.  

“The HCPLAN will bring together a wide range of perspectives and experience to find practical steps to empower people, keep Americans healthy, and drive out unnecessary costs,” said Abe Sutton, CMMI Director. “CMS will benefit from this focused collaboration to inform our work, and we expect that states, employers, and health plans will be able to take more effective action to support their beneficiaries as well.” 

With this shift in initiatives to advance value-based care and improve health care quality for Americans, the HCPLAN will discontinue its CMMI-funded APM Measurement Effort. “The HCPLAN sees this as an opportunity to focus our actions at the state and federal level to achieve meaningful progress on value-based care,” said Dr. Judy Zerzan-Thul, HCPLAN co-chair and Chief Medical Officer at Washington State Healthcare Authority. Since its launch in 2015, the HCPLAN APM Measurement Effort has monitored the shift of U.S. health care from fee-for-service to APMs. The 2024 APM Measurement Effort results demonstrated the continued growth in APM adoption and initiatives to enhance patient access, affordability, and quality of care. As part of its efforts to advance the availability and reduce the cost of key data needed to improve care, the HCPLAN will explore alternative pathways for the continuation of this effort. 

“We look forward to action based on this shared commitment to make progress in Medicaid and throughout our health care system, centering prevention and strong primary care to improve health for all Americans,” said Dr. Alice Chen, HCPLAN co-chair and Chief Health Officer at Centene.

The LAN Welcomes United States of Care to the Accountable Care Action Collaborative

Washington, D.C., February 13, 2024

The Health Care Payment Learning & Action Network (LAN) welcomes Natalie Davis, CEO of United States of Care (USofCare), to the Accountable Care Action Collaborative (ACAC). As an ACAC member representative, Davis will join other industry leaders to advance the ACAC’s goal of transforming the accountable care landscape beyond payment reform and increase collaboration and alignment across key stakeholder groups.

USofCare joins a group of participating ACAC organizations representing patients, providers, specialty care providers, payers, and local communities whose organizational goals support the LAN. ACAC members are industry leaders who work with the LAN to advance accountable care. The LAN defines “accountable care” as care that centers on the patient and aligns their care team to support shared decision-making.

Davis’ extensive health care leadership experience and commitment to bringing stakeholders together to catalyze change make her well suited to contribute to the ACAC. Davis has worked for nearly two decades shaping and implementing American health care policies to improve the lives of all people. As CEO of United States of Care, she has shaped a people-centered approach to drive policy change.

The LAN welcomes new Accountable Care Action Collaborative member the Academy of Nutrition and Dietetics

Washington, D.C. — Today, the Health Care Payment Learning & Action Network (LAN) announced the Academy of Nutrition and Dietetics will join the LAN’s Accountable Care Action Collaboration (ACAC). The Academy, a nonpartisan Chicago-based member organization whose mission is to accelerate improvements in global health and well-being through food and nutrition, will work with other ACAC members to accelerate the adoption of accountable care to improve people’s experience in the health care system, produce better outcomes, and lower costs.

The LAN defines “accountable care” as that which centers on the patient and aligns their care team to support shared decision-making. This helps to realize the best achievable health outcomes for all through equitable, comprehensive, high-quality, affordable, longitudinal care.

The LAN believes building strong partnerships across payers, purchasers, providers, states, and beneficiaries is essential to achieving system-wide transformation. ACAC members are industry leaders who work with the LAN to advance accountable care, the patient-centered effort that centers on shared decision-making and supports best outcomes for all. The Academy is the 33rd member to join the ACAC.

“The Academy of Nutrition and Dietetics will be an asset to the ACAC, as a holistic approach is one of the key tenets of accountable care. Integrating nutrition and health can optimize Americans’ well-being and reduce health care costs as we drive for optimal population health and well-being — not just the absence of disease,” said ACAC co-chair Jeff Micklos, executive director of the Health Care Transformation Task Force.

Key components of the ACAC include creating a movement that promotes efforts to advance accountable care, coordinating with and leveraging other LAN initiatives and activities, and fostering partnerships to facilitate large-scale application of findings and best practices.

The Academy of Nutrition and Dietetics is working to ensure equitable access to nutrition services provided by qualified practitioners.  

“The LAN’s patient-centered approach to achieving successful health outcomes is a natural fit for the Academy, as access to registered dietitian nutritionists and nutrition care supports a strong, equitable and a financially responsible health care system,” said registered dietitian nutritionist and the Academy’s 2023-2024 President Lauri Wright. “The Academy looks forward to working with LAN’s Accountable Care Action Collaborative.”
